On January 18, 2016, China Security & Fire Co., Ltd. and Shenyang North New Area government held a Signing Ceremony for “Construction of Smart Shenyang North PPP Project Framework Cooperation”, in Shenyang North New Area Government.
Jin Zhisheng, Head of Shenyang North New Area & Director of Puhe New City Administration Committee; Lu Dianyou, Director of Hutaishi Advanced Manufacturing Park Administration Committee of Shenyang North New Area; Zhou Xia, Vice Chairman & President of China Security & Fire; Guo Peng, Vice President & General Manager of North China and Central China regions of China Security & Fire Technology; Wang Ying, General Manager of China Security & Fire’s Market Development Center; Gao Wei, General Manager of Northeast Region of China Security & Fire Technology; and Feng Fei, General Manager of China Security & Fire Technology’s Shenyang Branch attended the ceremony.
Guo Peng, Vice President & General Manager of North China and Central China Regions of China Security & Fire Technology and Lu Dianyou, Director of Hutaishi Advanced Manufacturing Park Administration Committee of Shenyang North New Area signed the “Strategic Cooperation Framework Agreement” on “Construction of Smart Shenyang North” on behalf of the two parties. According to the demands and scale of the project proposed by Shenyang North New Area government and to be constructed by China Security & Fire, the latter will invest about RMB2 billion within two to three years for project investment, financing, construction, operations and maintenance in Shenyang North New Area. The two parties will determine specific investment amounts and construction period based on the project’s actual situation.
The Cooperation Agreement includes the following:
1. China Security & Fire plans to register China Security & Fire Technology Shenyang Branch in Shenyang North New Area, while simultaneously acquiring good-quality local enterprises with distinct strengths. Based on local market business expansion scale in the Northeast region, the Shenyang Branch will gradually become China Security & Fire Technology’s Northeast Center.
2. Shenyang North New Area Government supports China Security & Fire to participate in top-level design of Shenyang North New Area Smart City.
3. Shenyang North New Area Government supports China Security & Fire to participate in smart industrial park construction.
4. With respect to relevant demands of Smart Shenyang North Project, the cooperation fields discussed by the two parties include but are not limited to smart safety (work safety), smart finance support base, smart industrial park, smart community, smart tourism, smart elderly support, smart medical care and smart education.
At the ceremony, Jin Zhisheng pointed out that Shenyang North would develop new industrialized, information-based and agricultural modernized towns and cities in full swing; build and study innovative platforms for synergized industries with existing university city resources; develop space for starting public businesses, crowdsourcing, public support and public financing; promote domestic demand through urbanization to release and develop productivity; and form industry connectivity, and integrate rural and urban areas, thereby commencing a new pattern for Shenyang North’s development. In order to use social resources reasonably and benefit common people through this development, Shenyang North Government compared and thoroughly investigated many group companies, among which, China Security & Fire was the most prominent and outstanding.
This strategic cooperation is consistent with China’s policy, encouraging cooperation between governments and social capital, and provides thrust to China Security & Fire to further expand smart city construction in the Northeast region, expand business scale, and promote its comprehensive competitiveness in smart city construction. If the “Framework Agreement” is implemented smoothly, it is expected to have a positive influence on China Security & Fire’s performance in 2016 and in future.
China Security & Fire will begin this cooperation, and consider developing long term strategic cooperation with Shenyang North New Area on various aspects and perspectives, in order to achieve a win-win. This cooperation between two strong parties will definitely lead to great achievements in the smart city development field.
